The Peace River Regional District (PRRD) is launching the final phase of community engagement for the proposed Osborn Community Space Project.
Residents are encouraged to review the Concept Options and Costs, as well as Service Area and Referendum information, before completing the survey.
Community feedback gathered through the survey and community meeting will help inform a recommendation to the PRRD Board of Directors on next steps, including whether the project proceeds to a referendum (public vote) in October 2026.

Community Engagement Meeting Update
November 14, 2025
Community members, PRRD staff, and the project design team met to discuss current use of the site and ideas for its future.
Discussion topics included outdoor recreation, community events, site improvements, access, and maintenance needs.
Feedback from this session is being used to inform concept options, which will be shared with the community during the next phase of engagement.

Project Direction Confirmed by Board

Following community engagement, PRRD staff presented a summary of feedback to the Regional Board on August 14, 2025.

Project Background and Updated Approach
July 10, 2025
The Osborn Community Hall has been closed since 2019 due to significant structural issues, making repair or replacement cost-prohibitive.
Since 2020, the PRRD has worked with the Osborn community to explore replacement options for the site at 17526 Siphon Creek Road.
Project Timeline and Considerations
Earlier engagement identified support for a community hall concept developed in 2021. The project was later delayed to allow for:
Updated construction cost estimates
Review of taxation implications using BC Assessment data
Evaluation of a potential service (taxation) area

Community feedback gathered through surveys and meetings continues to inform the direction of the project and will support future Board decision-making.

Service area assessment data is being evaluated for the Osborn Hall Replacement Project to better understand the potential taxation implications of this project. This step is expected to be completed in early 2025.

The survey results from the 'Narrowing It Down' phase of the project have been posted below along with a short summary of what the community said. Over the next month, the PRRD will hold a meeting to discuss the results of the survey with the project Engineer, and the Osborn Hall Society to determine how to move forward, and to start working on construction cost options.
