Project Background

The Osborn Community Hall has been closed since 2019 because of structural problems that would make it very expensive to repair or replace. Starting in 2020, the PRRD worked with the Osborn community to determine support on replacement options, space options and design presentations for the site at 17526 Siphon Creek Road in Altona.

A new hall design was developed with community support in 2021.

The PRRD then paused the project to gather cost estimates and finalize proposed taxation details for funding. The PRRD Board authorized the demolition of the hall in 2025. In July 2025, community members, PRRD representatives and the design team met again to discuss current use of the community hall site and ideas for its future. Feedback from that engagement indicated support for exploring outdoor recreation options, leading to the development of designs options and cost estimates being presented to the community in March 2026.
