Public engagement has concluded for this project.

The Gotta Go project would provide restroom facilities along a portion of the Alaska Highway. If you live in Electoral Area B, Hudson’s Hope, Taylor, Chetwynd, or Tumbler Ridge, this will affect your taxes if approved.

If you approve of the Gotta Go Roadside Facilities Service Establishment Bylaw No. 2440, 2021, no action is needed.

If you are opposed to the PRRD adopting Gotta Go Roadside Facilities Service Establishment Bylaw No.2440, 2021 without holding a referendum, you may submit an Elector Response Form to the Corporate Office on or before 4:30 on July 30, 2021.

    IF YOU OPPOSE

    Submit an Elector Response Form to the Corporate Officer on or before 4:30 on July 30, 2021. Responses will only be counted if the appropriate form is used, completed in full and signed by the elector.

    The voting requirement for an AAP is the same as for a general election. 

    You are entitled to submit an Elector Response Form if you are: 

    • A Canadian citizen, 18 years of age or older, 
    • Resident of BC for at least 6 months immediately before signing the Elector Response Form, 
    • Resident of Hudson’s Hope, Chetwynd, Taylor, Tumbler Ridge, or Electoral Area B, for at least 30 days immediately before the day you sign the Elector Response Form, and 
    • Not disqualified by law from voting. 


    If you do not reside at, but own property in the participating area you are eligible to vote under the following criteria: 

    • Not entitled to register as a resident; 
    • A Canadian citizen, 18 years of age or older; 
    • A resident of British Columbia for at least six months; 
    • The registered owner of real property within the participating area for at least 30 days; and 
    • Not be disqualified from voting in an election by the Local Government Act.


    If there are multiple owners of a parcel of land, only one person may represent the majority of the owners as the eligible non-resident property elector. Please note corporations are not entitled to vote.

    The Regional Board is using the Alternate Approval Process (AAP) to seek approval of the electors for the Gotta Go Roadside Facilities Service Establishment Bylaw.

    AAP is an option local governments may use to seek approval from the public for things like long-term borrowing, a boundary extension, or to establish a new regional district service.

    AAP requires that 10% or more of eligible voters sign and submit a form if they think that the local government should not proceed with the new service without holding a full assent voting process (commonly referred to as a referendum). 

    In an AAP, only those who object to the service being approved in this way, are required to respond. Electors who support the service, and feel that AAP is an acceptable way to measure the level of public support for the service, are not required to respond.

    The estimated number of eligible electors was calculated based on information available from Statistics Canada Census Profile, 2016, accessed online on May 7, 2021. The number of eligible voters was the lowest possible estimate that could be determined, to ensure that the number of elector response forms required to trigger assent voting (referendum) to approve the Gotta Go Service was as low as possible and not perceived as artificially inflated in any way.

    1. Where alternate information sources were available, the lowest number of voters was used. 

    2. No estimation of the number of non-resident property electors was calculated or added. 

    3. No estimate of population growth was applied to 2016 census figures.
