Proposed Osborn Hall Replacement Project
Area residents have expressed interest in repairing or replacing the Osborn Community Hall, which is not currently in use. Rural community halls provide people with opportunities to gather and connect with their neighbours, friends, and families close to home.
On this page, you will find information about the history, current condition of the facility, potential costs and a proposed schedule of events and activities for public engagement with community residents that will allow the Peace River Regional District (PRRD) to make informed recommendations on what to do with this important piece of community infrastructure.

- People seem generally supportive of the proposed project
- People think that having a community hall will revive a sense of community that has been lacking since the existing facility has been out of use
- Most respondents live within a 10 minute drive of the hall
- The most used areas were the kitchen and open meeting area
- The least used amenities were the outdoor fields and skating rink
- Most respondents said that they would use the facility weekly, with holding events as the preferred activity
- Most respondents are willing to pay between $1-100 per year for construction and operational expenses
Engagement Summary
The following outlines what we have heard from the community during Phase 1 of the project from October 2020 - February 2021.
Pre-Virtual Information Session: February 9, 2021
A number of questions were asked at this session with the project engineer and community society:
- Why can’t repairs be made to the current facility?
- Is there anything that we reuse or repurpose from the existing facility?
- Could we discuss what things and spaces can be put into the facility?

This presentation followed along with the information packet. There were 9 people in attendance, with at least one home with multiple attendees. A few comments were received at this time and were generally supportive of looking at design and costs for a replacement facility.
One caller stated that they would like to see a new hall, and that a new facility would help to keep the community together.
Visioning and Use Survey: January 25 - February 22, 2021

If a replacement facility were built;
- 9 respondents said that they would use the facility weekly
- 1 respondent said that they would use the facility monthly
- 1 respondent said that they would NOT use the facility
When asked about most preferred activities in a new hall, holding events and meetings were most selected, with training and fitness classes also supported.
Other uses suggested were:
- Holding markets
- Weekly craft time
- Fundraisers
- Movie nights
The highest ranked new spaces were:
- Meeting space that could be divided
- Kitchen
Only 1 respondent said that they did not want to pay for the capital construction of a new facility. All other respondents stated that they would pay between $1-100 per year.
