Plan Development Process
The North Peace Regional Park Master Plan was created in multiple phases:

Research Overview: Primary research included surveys, workshops, interviews and a site tour. Secondary research reviewed relevant plans, strategies, reports and studies.

Surveys: A Community Input Survey was conducted, gathering 592 responses.

Meetings: Multiple meetings were held with the Project Steering Committee, Operating Society, community, PRRD Board, PRRD staff,4-H Clubs, and other user-groups

Interest Group Engagement: Eleven interest groups and three PRRD departments were involved.

Document Review: Various strategies, plans, reports, statistics, surveys and policies were reviewed. A gap analysis and SWAT analysis was completed to ensure adherence to best practices
Key Findings
The plan outlines several key findings:

Park Significance: The park is a valued community asset, notably recognized as the home of the North Peace Fall Fair, and it fosters community connections and agricultural interest.

Infrastructure: The park's infrastructure is aging and doesn't meet current building or fire code standards, and there's a lack of potable water.

Limited Use: Park use is limited, with potential for expanded programming and rentals, including public programming and shoulder season activities.

Community Input: Many interested parties and the community in general want the park to remain an agricultural-focused space, with facility upgrades, enhanced collaboration and increased public use.

Operational: The park is operated by the North Peace Fall Fair Society, and the plan recommends a "Community Park, Society Operated" model.

Revitalization: The park needs investment and revitalization to be safe, accessible and useful.

Vision and Goals: The plan envisions the park as a thriving facility that celebrates agriculture, with goals for a sustainable operating model, asset investment, strengthened relationships, sustainable funding and enhanced programming.
Decisions Based on Master Plan
On April 10, the Regional Board made the following decisions:

New Funding: Area B funds the park.

Continued Partnership: The PRRD will work with the North Peace Fall Fair Society on a new operating agreement and a multi-year improvement plan.
- The annual Fall Fair will continue, and efforts will be made to increase year-round public accessibility.

On April 10, the Regional Board voted to make two important changes for the North Peace Regional Park (also called the North Peace Fall Fairgrounds):
New funding source: The park will now be funded by Area B instead of the whole region. This means only Area B taxpayers will contribute to the park's costs.
Continued partnership: The PRRD will work with the North Peace Fall Fair Society on a new operating agreement to keep running the park.
The PRRD and the Society will create a plan to improve the park over several years. The annual Fall Fair will continue as always, and we're working on ways to make the park more accessible to the public year-round.

On November 7, 2024 the PRRD Board of Directors received a presentation of the Master Plan with recommendations. After much discussion, the Board has requested that staff work to bring forward more accurate costing at a future Board Meeting in early 2025.

We have heard feedback from some members of the community that there is confusion about what the Regional District is doing with the name of the North Peace Regional Park.
While the official name is North Peace Regional Park and has been since 1979 when the lands were purchased by the Peace River Regional District, it is locally known as the ‘North Peace Fall Fair Grounds’.
The Regional District has a responsibility to ensure that the accurate title of the park is given for public engagement, and we are making efforts to ensure that the community-given name, ‘North Peace Fall Fair Grounds’ is included in our outreach material.
What’s in a name? A rich multi-decade history! The PRRD would like to thank the public for their suggestions to make the locally known name more prominent for the master plan engagement. Our team at the Regional District has heard this loud and clear and we will be making some changes to our materials.
