Project History

In August 2019 the PRRD began the process of updating its Regional Solid Waste Management Plan (RSWMP). The PRRD appointed a consulting team, Morrison Hershfield (MH), to help with reviewing and updating the new RSWMP.

In September 2019 residents and business were asked to participate in a survey that helped to identify the most important topics and issues to be addressed. The survey results will help to identify gaps in the current system.

In November 2019 the PRRD recruited members for a Public and Technical Advisory Committee (PTAC). PTAC, in-conjunction with Committee of the Whole provided feedback and opinions on the development of the RSWMP. Both Committees reviewed reports from MH and provided feedback to help guide the direction of the new RSWMP.

There were four meetings:

  • Review of current solid waste system (November 2019)
  • Waste diversion and recycling options (January 2020)
  • Energy recovery and residual waste management options (February 2020)
  • System financing and other solid waste services (April 2020)

In August 2020 the Draft RSWMP was presented to PTAC, in December the Regional Board approved the Draft RSWMP for public consultation.

Consultation has concluded! The Regional Solid Waste Management Plan was submitted to the Regional Board in July and approved, and then submitted to the Ministry of Environment on July 12, 2021. We thank everyone who took the time to attend a virtual open houses, respond to the survey and followed along with this project.
